The Nigerian police in Anambra state have arrested two paedophiles in Awka South and Ihiala LGAs, who raped two pre-school girls aged 5 and four years, PM News reports.

One of the sexual predators, 27 year-old Chinonso Ugochukwu, a.k.a (NEPA) was arrested in Umuaku Uli in Ihiala LGA.

The police said he lured a 5 years old girl into his room and raped her.

The incident happened on 12 July

He was arrested by Police Operatives attached to Uli Division.

The suspect hails from Ndikokwu Umuaku Uli in the same Ihiala LGA. .

According to the spokesman of the Command, SP Haruna Mohammed, policemen who arrested the predator, said the 5 years old was traumatized and had been taken to the hospital for medical examination.

The day after Chinonso was arrested, policemen attached to the Commissioner of Police in Awka, arrested another paedophile, Sunday Eyim.

The 31 year-old Eyim is from Oruana village Amawbia in Awka South LGA of Anambra State.

He also lured on 11 July, a four-year-old girl into his room and defiled her.

The scene was visited by Police detectives and victim taken to the hospital for medical examination.

Doctors have allegedly confirmed penetration.

The Commissioner of Police,CP John B.Abang, has directed that the cases be transferred to the State Criminal investigation Department, Awka for discreet investigation after which the suspects would be charged to court.

Police spokesman SP Haruna Muhammad has once again warned parents and guardians to be watchful over their children.

He urged them to educate the kids to be wary of strangers and also encourage them to report any person making sexual advances to them.

“The public should also be security conscious at all times and always report suspicious rape cases in their neighbourhood to the nearest Police stations for prompt action”, Muhammad said.

Cases of rape against minors and adults have been on the rise in Nigeria in recent months.

Between January and May this year, the police logged recorded 717 rape cases.

The Inspector-General of Police, Mohammed Adamu, said 799 suspects have so far been arrested while 631 cases have been conclusively investigated and charged to court.

He said 52 cases were still being investigated.

More Trouble For Woodberry As Grand Jury Indicts Him For Alleged Multi-Million-Dollar Fraud

According to PREMIUM TIMES, Olalekan Ponle, a Nigerian held in the United States for alleged multi-million-dollar fraud, has been indicted by the grand jury, a group of lawyers empowered to conduct legal proceedings and investigate potential criminal conduct.

Mr Ponle, popularly known as Woodberry, alongside Ramoni Abbas, also known as Hushpuppi, was arrested in the United Arab Emirate on June 10 for multiple fraud charges after a raid by operatives of the Dubai crime unit.

According to the complaint, an unnamed Chicago company was defrauded into sending wire transfers totalling $15.2 million.

Companies based in Iowa, Kansas, Michigan, New York and California also were victims of the fraud, prosecutors say.

PREMIUM TIMES reported how the Federal Bureau of Investigation (FBI) nabbed Mr Ponle through details accessed from his WhatsApp, iPhone and Bitcoin transactions. He was extradited to the United States on July 2.

The 29-year-old is currently facing charges bordering on wire fraud Conspiracy at a United States District Court sitting in Illinois.

His first appearance in court was on July 3, after which the preliminary hearing was set for July 16 before Judge Jeffrey T Gilbert.

Although Mr Ponle appeared in court for his detention and preliminary hearing on Thursday, PREMIUM TIMES is yet to access the outcome of the proceedings as of the time of filing this report.

Grand Jury’s report

As obtained by this paper, a report of the special grand jury constituted in 2019, which was submitted to the court on Wednesday, indicted Mr Ponle.

In the American judicial system, the grand jury listens to the prosecutor and witnesses, and then votes in secret on whether they believe that enough evidence exists to charge the person with a crime.

When a person is indicted, he is given a formal notice that it is believed that he committed a crime. The indictment contains the basic information that informs the person of the charges against him.

The jury summed up the allegations against Mr Ponle to an eight-count charge of wire fraud, which violates section 1343 of the United States Codes.

“Whoever, having devised or intending to devise any scheme or artifice to defraud, or for obtaining money or property by means of false or fraudulent pretences, representations, or promises, transmits or causes to be transmitted by means of wire, radio, or television communication in interstate or foreign commerce, any writings, signs, signals, pictures, or sounds for the purpose of executing such scheme or artifice, shall be fined under this title or imprisoned not more than 20 years, or both.”

More so, the jury, in its conclusion, stated that, upon conviction, Mr Ponle shall forfeit to the United States of America any property which institutes and is derived from proceeds traceable to the offense provided in Title 18. United States Code, Section 981 (IXC) and Title 28, United States Code, Section 24611).

“If any of the property described above, as a result of any act or omission by a defendant: cannot be located upon the exercise of due diligence; has been transferred or sold to, or deposited with, a third party; has been placed beyond the jurisdiction of the Court; has been substantially diminished in value; or has been commingled with other property which cannot be divided without difficulty, the United States of America shall be entitled to forfeiture of substitute property, as provided in Title 21, United States Code, Section 853 (p), ” the report further read.

Previous reports had indicated that Mr Ponle will be in the custody of the U.S. Marshal until further order by the Court

Ex-Edo Speaker, Zakawanu Garuba, Is Dead

A former Speaker of Edo State House of Assembly, Zakawanu Garuba, is dead, The PUNCH reports.

A family source, who did not want his name mentioned, said the two-time member of Edo Assembly died of an undisclosed ailment at an Abuja hospital on Saturday morning.

Born on 23 August 1965, in Akpekpe community, Auchi, in Etsako West Local Government Area of the state, Garuba studied Law at the Obafemi Awolowo University, Ile-Ife, Osun State and was called to Bar in 1990.

He was elected into the Edo State House of Assembly in 2003, on the platform of the People’s Democratic Party.

While in the House, he served as chairman of the House committee on judiciary, human rights, and legal matters.

He became Speaker in 2007.

After his exit from legislative duty, Zakawanu Garuba was appointed into the Board of the Securities and Exchange Commission to serve as the Executive Commissioner, Finance and Administration (now known as the corporate services directorate of the commission).

He holds the traditional titles of Oshiote of Auchi Kingdom and Okumagbe of Uzaire

How Akpabio Hijacked NDDC Forensic Audit Ordered By Buhari – Ex-MD, Nunieh Speaks

The embattled former acting Managing Director of the Niger Delta Development Commission, Mrs Joy Nunieh, on Friday accused the Minister of Niger Delta Affairs, Senator Godswill Akpabio, of hijacking the forensic audit of the NDDC ordered by the President, Major General Muhammadu Buhari (retd.).

Speaking when she appeared before the House of Representatives Committee on NDDC over allegations of illegal expenditure and mismanagement by the commission, Nunieh, at the investigative hearing, alleged that the minister breached various laws in a bid to hijack the forensic audit.

On Thursday, the investigation of the NDDC took a dramatic turn when the police, said to have been sent from Abuja, invaded Nunieh’s residence in Port Harcourt, the Rivers State capital.

The Governor of Rivers State, Nyesom Wike, who intervened and prevented the police from taking Nunieh away, had asked the Inspector-General of Police, Mohammed Adamu, to probe the invasion of the home of the former NDDC boss.

It was alleged that the invasion, during which the policemen were seen in a viral video breaking the woman’s rear door to gain entry forcibly, was to prevent Nunieh from moving from Port Harcourt to Abuja to testify before the panel.

On the same day, NDDC’s Interim Management Committee members, led by the acting Managing Director, Prof Kemebradikumo Pondei, appeared before the House committee but later walked out of the sitting after insisting that the panel chairman, Mr Olubunmi Tunji-Ojo, must step down. The House committee then issued a warrant for the arrest of the IMC members.

But on Friday, Nunieh, who attended the hearing and made her presentation via online meeting platform, Zoom, apologised for not showing up at the hearing on Thursday, “because what would have happened would have been that nobody would have known who took me away and only God knows what would have happened.”

She added, “This has been the modus operandi for enemies of the minister and ex-governor of Akwa Ibom State. You saw what happened yesterday, it was all about documents.”

When the panel chairman asked about the forensic audit ordered by Buhari, for which the IMC was constituted, Nunieh said, “What I met was not exactly what is going on. Akpabio insisted that he would supervise the forensic audit. I reminded him and showed him the letter that the President had written, that there is no way we could spend the money that was in our budget.

“In his memo to the President, he requested that the money for the funding of the forensic audit be got from the Service Wide Vote. Mr President, in his wisdom, refused that request and in writing said it should be from NDDC’s appropriation, making NDDC the producing entity.”

Nunieh also alleged that auditors had not been appointed to conduct the audit as being claimed by Akpabio.

She said, “When I was there, I was the one who prepared all the documents for the forensic audit and sent in the applications. The first thing was for us to go through the procurement of the lead consultant. Many people have clearly misunderstood the procurement of the lead consultant. Because I did not want any illegality and the forensic audit to be discredited, I ensured – with the help of big consultants – we came up with the terms of reference for these auditors.

“The lead consultant that everyone is talking about is not the forensic auditor. He does not have a lot. The role of the lead consultant is to gather. When all the forensic auditors have got all the data and reports from the field, they will put them together and give to the lead consultant who will put them together in a report. That is just his role. He is not the one to carry out any forensic audit.

“This (Messrs Olumuyiwa) Basiru and Co, I do not know if they have ever carried out a forensic audit. So, I will be asking to tell them to give you evidence that they have ever carried out a forensic audit before, in accordance with the provisions of the Public Procurement Act, which requires that for any consultant or contractor, must show evidence that for the past three years or thereabouts, they have carried out that.”

The ex-NDDC boss challenged the minister and IMC to provide a proof that the fund being spent on auditors was appropriated by the National Assembly. According to her, the commission had obtained Certificate of No Objection from the Bureau of Public Procurement even when the 2020 budget of the NDDC had not been passed.

She added, “It is a criminal offence to procure any consultant without the appropriation made by the National Assembly because it will be an anticipatory budgeting. In this case, has the National Assembly appropriated funds?”

She accused Akpabio of misleading the Federal Executive Council to approve the procurement of auditors even when the audit was to be funded with the 2020 budget of the NDDC.

Nunieh also stated that she spent a total of N8bn during her stay as acting MD between October 2019 and February 2020.

The NDDC is, however, said to have spent not less than N81.5bn in 2020 alone.

Nunieh alleged that Akpabio gave her a list of NDDC officials to be redeployed or sacked, including the only northerner in the management.

She recalled that October 28, 2019, on her way to the inauguration of the IMC at the boardroom of the Federal Ministry of Niger Delta, the minister threatened to see to her exit from office if she failed to do his bidding.

Nunieh alleged that Akpabio asked her to appoint 10 of her aides, as he did with Bernard Okumagba as MD of NDDC.

She also stated that two days after the inauguration, at the Le Meridien Hotel, at Akpabio’s first meeting with the IMC, the minister told her he wanted her to send some workers away.

She stated, “He said the first thing I would do is to write a letter to him – he gave me the draft, that I should put it on my letterhead. In that letter, I was supposed to write about most of the companies; Senator (Peter) Nwaboshi owned the 98 companies.

“I never ever told the world that Senator Nwaboshi was the senator that was collecting the N1bn. The issue of the N1bn was different. I said ‘how can an individual be collecting N1bn every month?’ The case of Senator Nwaboshi is the case of the 98 files which I was supposed to write about.”

Speaking on the issue of employment, she stated that the minister had collected curricula vitae from “godfathers” and she made it known that the issue of employment was already an issue before she came as the Federal Character Commission that used to give NDDC the approval for employment stopped it because of the scandal.

She added, “I want to tell the world that I never did any employment. I never gave out a single contract from NDDC.

“I am not corrupt. No contractor can sit anywhere and say they gave me N10. And I can say before the world that I’m the most unpopular MD ever that came to NDDC. The money of the people of Niger Delta is blood money, I refused to touch it. Even when my friends were contractors, even when they claimed that they were owed monies, my instruction was that everybody should finish their jobs. Everybody saw contractors going back to site when I was the MD.

“I was privileged to see all the videos. For one job, five people would send me videos of completion – the same job, the same video – and I would just laugh.”

…blames interim management c’ttee, staff, others for rot in commission

Nunieh also blamed the IMC, NDDC workers and people of the Niger Delta for the rot in the commission.

She said, “The problems that you are investigating today have three major groups that are responsible for the things that have gone wrong in the NDDC. One group is the management, which is the IMC, and everybody is against the IMC. The second group is the staff of NDDC. And the third group, which I will start with, is the people of the Niger Delta.

“This story that we are all calling embarrassing cannot be complete without saying that the people of the Niger Delta region are responsible for what has happened – the frauds and corruption that have taken place in the NDDC.

“I’m speaking from a personal experience. As soon as the MD is appointed, people begin to rejoice and celebrate, not because they want you to do the right thing; not because they are interested in the development of the Niger Delta, they believe it is now their turn to eat out of the national cake.

“They are not interested in anything; all they wanted were like palliatives. That is why for those who did not harden their heart like me, they fell for this palliative matter and they started giving out. But because I was strong; because I always remember the case of Gani Fawehinmi; Fawehinmi fought for the masses of this country. When he said he wanted to contest an election, they were not there. I remember that I needed to stand properly.

“The second class is the staff. The staff members of NDDC are from the Niger Delta region. The contracts that have been awarded are from their communities. When I was appointed, I went from office to office; I sat in their offices and I told them, ‘You people are responsible for what has gone wrong in the zone.’ All the staff members have in their wards or local government areas projects. If every staff of NDDC takes up a project in their local government area and ensure that they are well delivered, we will not have these issues.

“Thirdly, the IMC; for the first time in the history of NDDC, no palliatives were given. I did not give out Christmas palliative. I was under pressure to bring N10bn – N1bn per state – but I refused. The youth were complaining that things were difficult and I said ‘the day I give you this money, you know I have started collecting your money.’ I never gave any Christmas bonus or palliative during my time. For the first time in the history of NDDC, NDDC worked throughout December. There was no break except on public holidays.”

Arsenal Handed Transfer Boost With Real Madrid Star Set To Sign

Arsenal have been handed a transfer boost with midfielder Dani Ceballos set to join on a permanent basis.

The on-loan Spain international has made a spot at the heart of midfield his own under Mikel Arteta since the Premier League restart.

His displays have been instrumental in a number of fine recent wins, while he also bagged the all-important FA Cup quarter-final winner against Sheffield United.

Certainly, his stock has risen with Arteta, who initially – after replacing Unai Emery – had reservations over Ceballos’ role in his side.

But Ceballos knuckled down, responded to his manager’s call to be fitter and take more responsibility, and has since starred.

In July, he has topped Arsenal’s squad for most touches (332), most passes (232), key passes (7), successful dribbles (7) and tackles (7).

Arteta made a pointed, public declaration to Arsenal ’s owners to be backed with transfer funds in the upcoming transfer window after the win over Liverpool on Wednesday.

And he insisted on Friday that he has no qualms about going straight to the Kroenke family to ask for what he wants as he sets about his Gunners rebuild.

Arsenal are in talks with Real Madrid over keeping Ceballos long-term, Arteta confirmed earlier this month.

Ceballos’ deal in Madrid runs until 2023, but Los Blancos are open to cashing in on the former Real Betis man. He is currently due to return to the Spanish capital in August.

Arsenal’s financial situation means that they need to be creative in the market the summer.

And now Florentino Perez, the Real Madrid president, has confirmed that the newly-crowned Spanish champions’ own financial situation means they will need to cut deals themselves.

“The situation is really bad,” he confirmed to El Transistor, when discussing Madrid’s financial situation and ability to make signings this summer.

“It’s difficult to ask the players to take a pay cut to help deal with the situation and then make signings like that. That can wait. Madrid will sign the best again when the situation changes.

“This year has been the most difficult for me. We lost important income from the stadium. We had to talk to the players for them to do their bit. If they hadn’t voluntarily lowered their salaries, the company would have suffered losses.

“It’s an exceptional situation.”

Those concerns, with Madrid also losing 25 percent of their stadium revenue due to not being able to host fans, enhance their need to move out players who are owned by the club, but have little future under Zinedine Zidane.

And while it’s difficult to find a buyer for Gareth Bale or James Rodriguez – due to their huge salaries – Arsenal and Ceballos present a ready-made opportunity.

Transfer figures in the region of £20million have been mooted in Spain – a relative snip that Arsenal, paying out over the course of a potential four or five-year contract, can make work.

With Arteta keen to keep the midfielder permanently, a deal is a solution that suits all parties and, as things stand, looks increasingly likely to come to fruition.

Jose Mourinho insists Manchester United will have been “a bit lucky” if his former club secure a top four place.

Stats show that United have benefited from the most overturned VAR decisions in the Premier League this season, and been awarded the most penalties.

Tottenham’s next fixture sees them take on Leicester this weekend, and put to him that Spurs can help United seal a top four finish with a win over the Foxes, Mourinho issued a pointed response.

“First of all I’m not looking to that fight, I don’t know mathematically what is possible for them,” began the Portuguese.

“I think they play the last game is between them [Leicester and United] and I don’t know if things can be decided there.

“I don’t know if Chelsea is in a safe position – I don’t think they are. I think they still are in this fight.

“If Manchester United does it, they will do it by playing very well in the second part of the season and when you play well you deserve, and on top of that everybody knows that they were a bit lucky.

“More than one time, luck that others have not had.

Twitter Hack: FBI Investigates Major Attack

The FBI has launched an investigation after hackers hijacked Twitter accounts of a number of high-profile US figures in an apparent Bitcoin scam.

“The accounts appear to have been compromised in order to perpetuate cryptocurrency fraud,” said the bureau, urging the public to be vigilant.

Elon Musk, Bill Gates and Joe Biden were among those hit in what Twitter said was a “co-ordinated” attack.

Their official accounts requested donations in the cryptocurrency.

“Everyone is asking me to give back,” said a tweet from the account of Mr Gates, the Microsoft founder. “You send $1,000, I send you back $2,000.”

The US Senate Commerce committee has demanded Twitter brief it about Wednesday’s incident by 23 July.

Twitter said the hackers had targeted its employees “with access to internal systems and tools”.

“We know they [the hackers] used this access to take control of many highly-visible (including verified) accounts and Tweet on their behalf,” the company said in a series of tweets.

It added that “significant steps” had been taken to limit access to such internal systems and tools while the company’s investigation continues.

The tech firm has also blocked users from being able to tweet Bitcoin wallet addresses for the time being.

The UK’s National Cyber Security Centre said its officers had “reached out” to the tech firm. “We would urge people to treat requests for money or sensitive information on social media with extreme caution,” it said in a statement.

US politicians also have questions. Republican Senator Josh Hawley has written to the company asking if President Trump’s account had been vulnerable.

President Trump’s account was not compromised, the White House said.

The chair of the Senate Commerce committee has also been in contact with Twitter.

“It cannot be overstated how troubling this incident is, both in its effects and in the apparent failure of Twitter’s internal controls to prevent it,” Senator Roger Wicker wrote to the firm.

One cyber-security expert said that the breach could have been a lot worse in other circumstances.

“If you were to have this kind of incident take place in the middle of a crisis, where Twitter was being used to either communicate de-escalatory language or critical information to the public, and suddenly it’s putting out the wrong messages from several verified status accounts – that could be seriously destabilising,” Dr Alexi Drew from King’s College London told the BBC.

Emergency response
Twitter earlier had to take the extraordinary step of stopping many verified accounts marked with blue ticks from tweeting altogether.

Password reset requests were also being denied and some other “account functions” disabled.

By 20:30 EDT (00:30 GMT Thursday) users with verified account started to be able to send tweets again, but Twitter said it was still working on a fix.

Dmitri Alperovitch, who co-founded cyber-security company CrowdStrike, told Reuters news agency: “This appears to be the worst hack of a major social media platform yet.”

On the official account of Mr Musk, the Tesla and SpaceX chief appeared to offer to double any Bitcoin payment sent to the address of his digital wallet “for the next 30 minutes”.

“I’m feeling generous because of Covid-19,” the tweet added, along with a Bitcoin link address.

The tweets were deleted just minutes after they were first posted.

But as the first such tweet from Mr Musk’s account was removed, another one appeared, then a third.

The campaign of Joe Biden, who is the current Democratic presidential candidate, said Twitter had “locked down the account within a few minutes of the breach and removed the related tweet”.

Instagram message
The BBC can report from a security source that a web address – cryptoforhealth.com – to which some hacked tweets directed users was registered by a cyber-attacker using the email address mkeyworth5@gmail.com.

The name “Anthony Elias” was used to register the website, but may be a pseudonym – it appears to be a play on “an alias”.

Cryptoforhealth is also a registered user name on Instagram, apparently set up contemporaneously to the hack.

The description of the profile read “It was us”, alongside a slightly smiling face emoticon.

The Instagram profile also posted a message that said: “It was a charity attack. Your money will find its way to the right place.”

In any case, the real identities of the perpetrators are as yet unknown.

Cameron Winklevoss, who was declared the world’s first Bitcoin billionaire in 2017 along with his twin brother Tyler, tweeted a message on Wednesday warning people not to participate in the “scam”.

In the short time it was online, the link displayed in the tweets of targeted accounts received hundreds of contributions totalling more than $100,000 (£80,000), according to publicly available blockchain records.

The Twitter accounts targeted have millions of followers.

Last year, Twitter chief executive Jack Dorsey’s account was hacked, but the company said it had fixed the flaw that left his account vulnerable.

Dr Drew recently co-authored a paper warning about the potential of Twitter being used to sow disinformation.

She said the latest incident highlighted the need for all major social media platforms to check their security measures, particularly in the run up to the US presidential vote in November.

“Social media companies such as Twitter and, Facebook all have a duty to consider the damage and influence their platforms can have on the 2020 election, and I think some companies are taking that more seriously than others,” she told the BBC.

“Twitter actually has a good history of being forward-thinking and proactive in this space. But whatever the source of this attack [it seems they have] still not done enough.”

Buhari Warns Ministers, Others Not To Disrespect The National Assembly

President Muhammadu Buhari has warned ministers and heads of government agencies not to ‘disrespect’ or ‘undermine’ the National Assembly.

The president said this at a meeting he had with Senate President Ahmad Lawan and House of Representatives Speaker, Femi Gbajabiamila, Thursday night.

Details of the discussion were sent to PREMIUM TIMES by presidential spokesperson, Garba Shehu.

“In the course of their conversation, recent events at the National Assembly were highlighted and the president re-emphasised his utmost respect for the National Assembly, adding that any disrespect to the institution by any member of the executive branch will not be accepted.

“Ministers and all heads of Departments and Agencies should at all times conduct themselves in ways that will not undermine the National Assembly as an institution, its leadership and members,” Mr Shehu wrote.

The meeting comes on the day the management of the Niger Delta Development Commission (NDDC) walked out on a House of Representatives committee probing the NDDC’s finances.

The NDDC leadership accused the chairman of the House committee of corruption saying it would appear only if he steps aside from the probe.

President Muhammadu Buhari received in audience the distinguished Senate President Senator Ahmed Ibrahim Lawan and Rt. Honorable Speaker of the House of Representatives Honorable Femi Gbajabiamila at the State House, Aso Villa.
The meeting, which lasted for almost an hour, was characterized by an engaging discussion on a range of key issues of national importance particularly the role of the legislature as a critical component in supporting their common goal and commitment towards improving the lives of the people of Nigeria.

In the course of their conversation, recent events at the National Assembly were highlighted and the president re-emphasised his utmost respect for the National Assembly, adding that any disrespect to the institution by any member of the executive branch will not be accepted.

Ministers and all heads of Departments and Agencies should at all times conduct themselves in ways that will not undermine the National Assembly as an institution, its leadership and members.

The president and the leaders of the National Assembly recognized and acknowledged that the Executive and Legislative arms of government are essential partners in the fulfillment of their mutually aligned goal of improving the lives of the Nigerian people.

An angler has captured a bizarre fish will a full set of human-like teeth. The strange fish has become an online sensation after it was hooked in Malaysia.

Its chompers are so strikingly similar to a human’s that pictures of the fish quickly went viral.

A photo of the odd fish was shared thousands of times on Twitter, as people speculated over its identity and questioned whether it was even real. Incredibly, it is indeed an actual species of toothy fish.

The Rakyat Post has identified it as a triggerfish – which is common in the waters around Malaysia.

There are around 40 species of triggerfish. Most brightly coloured, and make their homes in tropical and subtropical waters.

Males are known to be territorial and aggressive, charging at intruders and even using their impressive teeth to battle with crabs and sea urchins, according to National Geographic.

The toothy creature proved an online sensation, as Twitter users did their best to give it a makeover. In one reincarnation, the fish got a pair of false eyelashes and a manicure to complement its gnashers.

It’s not the only species of fish with surprising teeth.
